The tax settings page can present as an error, with no options in the tax dropdown, when the organization has no taxes configured. This is not an outage. The dropdown is for assigning existing tax rates, so until at least one tax exists in the org it comes up empty and the page reads as broken. A common tell is that the page works in one workspace but errors in another: the working one already has tax rates, and the failing one does not.

How to confirm the cause

Go to Settings, then Taxes, in the workspace showing the error and check whether any tax rates are listed. An empty list is the cause. Taxes are configured per workspace, so rates in staging do not carry over to production.

How to resolve the issue

Create your tax rates in the affected org under Settings, then Taxes. Once one or more taxes exist, the dropdown populates and the page loads normally.
